【摘要】:1.1Thisspecificationisforthedevelopmentandimplementationofsecurityaudit/disclosurelogsforhealthinformation.Itspecifieshowtodesignanaccessauditlogtorecordallaccesstopatientidentifiableinformationmaintainedincomputersystemsandincludesprinciplesfordevelopingpolicies,procedures,andfunctionsofhealthinformationlogstodocumentalldisclosureofhealthinformationtoexternalusersforuseinmanualandcomputersystems.Theprocessofinformationdisclosureandauditingshouldconform,whererelevant,withthePrivacyActof1974(1).1.2Thefirstpurposeofthisspecificationistodefinethenature,role,andfunctionofsystemaccessauditlogsandtheiruseinhealthinformationsystemsasatechnicalandproceduraltooltohelpprovidesecurityoversight.Inconcertwithorganizationalconfidentialityandsecuritypoliciesandprocedures,permanentauditlogscanclearlyidentifyallsystemapplicationuserswhoaccesspatientidentifiableinformation,recordthenatureofthepatientinformationaccessed,andmaintainapermanentrecordofactionstakenbytheuser.Byprovidingaprecisemethodforanorganizationtomonitorandreviewwhohasaccessedpatientdata,auditlogshavethepotentialformoreeffectivesecurityoversightthantradi
